Risks of security exploits and configuration flaws or enhancements will be identified by the end of the process.</div>

The security vulnerabilities identified [along with their associated severity level, proposed mitigation action(s)] will be documented in the penetration test report.</div>

The <a href="http://www.ipv6forum.sg/">IPv6 Forum Singapore </a>and <a href="http://www.internetsociety.org/">Internet Society Singapore (ISOC)</a> had co-organised the <a href="http://www.ipv6forum.sg/index.php/events/49-singapore-ipv6-world-launch-1">World IPv6 Launch event in Singapore</a>. The theme of this event is named as The Way Forward for Singapore. The intention is to motivate organizations across the industry in Singapore to prepare for and permanently enable IPv6 on their products and services as Internet Protocol version 4 (IPv4) address space runs out. This also represents a major milestone in the global deployment of IPv6. As the successor to the current Internet Protocol, IPv4, IPv6 is critical to the Internet's continued growth as a platform for innovation and economic development. </span></div>

<span style="font-family: inherit;">For end-hosts, being dual-stacked means there are two methods (IPv4 and IPv6) to get packets to another dual-stacked end-host, so they are not only relying on IPv4. This year we saw that IPv6 was already faster in roughly 10% of the cases, and with further maturation of the IPv6 network this is only expected to rise.</span></div>

<span style="background-color: white;">(While there is some disagreement whether broadband goes as slow as a few hundred kilobits per second, or whether true broadband only begins when we manage to deliver a clear hundred megabit carrier signal to every endpoint, here is one definition that does find pretty universal agreement — a modem over a old analogue phone circuit is definitely NOT broadband!)</span></div>

<span style="background-color: white;">This ranking of national economies had an electrifying impact on this industry and upon public policies for broadband infrastructure in many countries. Perhaps this happened because there were some real surprises lurking in the numbers at the time. South Korea featured at the top end of the list (and </span><span style="background-color: white;">still does if you equate broadband with fibre-based access services), while other countries which supposedly had an advanced domestic infrastructure for telecommunications services had surprisingly low broadband penetration rates. This caused a wealth of policy debates in many national regimes. Some countries, such as Australia, used their relatively poor ranking as part of the justification to the voters for a truly impressive public investment in a national fibre access network that would deliver very high speed data services to almost every residence in the continent. Other countries used the figures to justify widespread changes in the industry structure around the last mile copper loop, and opened up the DSL to vibrant competition, with consequent expansion of the DSL broadband service infrastructure (as happened in the United Kingdom, for example).</span></div>

<span style="background-color: white;">Regardless of the form of policy response in each country, this ranking of countries by such a simple metric as broadband penetration had a transformational impact on many national policies in this area, with its own impact on the growth of the broadband market and the consequent grow</span><span style="background-color: white;">th of ever-richer digital service environments. A highly capable, highly efficient domestic telecommunications infrastructure is a well recognised enabling factor for further economic growth, as the OECD has been telling us for many years.</span></div>

<div style="text-align: justify;">
<span style="background-color: white;">But of course it's not all roses as we peer into the immediate future. While the growth figures of the Internet have been truly impressive in recent years, the downside is that the entirety of this growth is in IPv4 — a protocol that has unfortunately run out of addresses! Much has been written about the exhaustion of IPv4 and the pressing need for this industry to adopt IPv6, and no doubt much more will be written about this. And of course much will also be written about the risks if we get this transition wrong. If we don't manage this carefully we will surely witness the Internet stutter and fall apart on the back of a proliferation of idiosyncratic network middleware, perverse application gateways and other forms of ad hoc network intermediation devices that attempt to leap over the gap of a broken end-to-end network architecture. Lots of little Internets does not necessarily make one large Internet if we all start to use the same address pool in every little Internet. The state of the IPv6 transition is a critic</span><span style="background-color: white;">al item in today's public policy agenda for the Internet. Possibly even the single most important topic for today. Without a coherent address infrastructure those broadband deployments are of far lesser utility and far less valuable. Without a coherent address infrastructure all those new global top level domain names will be of far less value. Without the prospect of a single coherent capable and efficient Internet almost all the other topics around the state of telecommunications infrastructure and services will inevitably wane into petty squabbles and finger pointing about who allowed such a disaster to happen and why. If we manage to break this IPv6 transition we will inevitably break the Internet.</span></div>

<span style="background-color: white;">Perhaps a useful question to ask is: "How can we place this topic in a position of prominence in the public policy agenda at a national level?" It's been possible to bring the Internet itself to prominence within national and international policy debates, and it's been possible to highlight such issues as the state of broadband infrastructure, content distribution, service delivery quality and Internet service costs. But that's not been the case with the state of the IPv6 transition. What have they managed to do that we're missing within the IPv6 transition?</span></div>

<span style="background-color: white;">This is not a topic that is easy to highlight at a policy level: There are many aspects of this topic that are highly technical, there are many diverse views on the way to tackle this issue, and some significant levels of disagreement within the industry as to where and how to start. It seems like we keep on encountering chicken and egg scenarios everywhere we look, where one industry sector claims that it would get moving with the deployment of IPv6 services if only that other sector over there did something first. For example, access providers still claim that they would move with more speed if there was more IPv6 content, while the content providers claim that without IPv6-active customers there is little point in setting up IPv6-enabled services, and on and on and on.</span></div>

<span style="background-color: white;">We've now had a couple of IPv6 events, with "IPv6 Day" in 2011 and "IPv6 Launch" in early June of 2012. These were efforts to try and orchestrate a larger common momentum behind this transition. But in 2011 after a burst of activity just prior to the day, the rest of the year saw the activity level wane. This year was a little more positive in terms of its effects and we have seen some pronounced shifts in the use of IPv6 in some countries, notably in China and the United States. But more must be done here all over the world.</span></div>

<span style="background-color: white;">So, how can we motivate IPv6 as a subject of discourse at the level of national and international policy debates?</span></div>
<div style="text-align: justify;">

<div style="text-align: justify;">
<span style="background-color: white;">Perhaps if we took a leaf from the broadband infrastructure book, and started ranking countries using a metric of the per cent of their user populations that are connected with IPv6 and have a capability to use it. Maybe this metric would act as a clear indicator that some countries are indeed managing this transition very well, while others are, well to put it bluntly, lagging far behind.</span></div>

<div style="text-align: justify;">
<span style="background-color: white;">At APNIC Labs we've been measuring IPv6 deployment for some time now. But we're not counting bytes or packets, and we are not counting routing advertisement for this work. And no, we are not counting DNS resource records either. What we set out to answer is very simple:</span></div>

<span style="background-color: white;">Or, in other words if the true endpoint of this transition is 100% of the Internet's users actually using IPv6, how far along that path are we? </span></div>

<span style="background-color: white;">What we found is that there is a very simple way of silently and quickly testing users' IPv6 capabilities within the conventional web browser function. We started by measuring users' IPv6 capabilities when they visited certain web sites. The test was silent, non disruptive and very lightweight. The test took an exchange of some 30 IP packets, each of which were minimally-sized packets. We set up the test as one that was lightweight, simple and silent.</span></div>

<span style="background-color: white;">But unfortunately we were not really measuring the Internet — we were measuring the capabilities of visitors to certain web pages.</span></div>

<span style="background-color: white;">We had the testing technique, but the next problem was the methodology of the test rig. How do you measure the entire Internet? Obviously getting each and every user to perform a IPv6 test once a day would be wonderful, but at APNIC we just don't have a means of doing this.</span></div>

<span style="background-color: white;">We rephrased the question somewhat - how can we reach out and test a reasonably large random sample of users from across the entire Internet each and every day?</span></div>

<span style="background-color: white;">This question has a surprising answer, and it comes in the form of the online advertising delivery networks. Given the proliferation of advertiser-funded content provision these days the advertising delivery networks are now at the cutting edge of techniques that try to reach out to each and every user. And many of these ads use a programming language to deliver the content. If we were able to embed the IPv6 capability test inside a conventional advertisement, then we could use an advertising distribution network as the means of reaching out to a statistically significant proportion of the Internet's user population over time</span></div>

<span style="background-color: white;">This task has been just within our capabilities, and with the generous assistance and support of Google, the RIPE NCC, Internet Software Consortium and the Internet Society, we've managed to set up an IPv6 deployment measurement environment that tests a randomly selected set of some 1 million users per day by posing to their web browser the same simple IPv6 capability test.</span></div>

<span style="background-color: white;">That's a lot of users, and they truly are spread out all over the Internet. Is there a way to break down this Internet-wide number on a country-by country basis? Again the answer is "yes," as the IP addresses used by the end users can be geolocated to a level of countries very efficiently.</span></div>

<span style="background-color: white;">It is now possible to look at the state of IPv6 deployment on a country-by-country basis.</span></div>

<span style="background-color: white;">And the answers are surprising. Perhaps as surprising as the early broadband metrics.</span></div>

<span style="background-color: white;">Who is leading the IPv6 deployment effort? Japan? China? Slovenia? Sweden? Yes, they are all in the leading set of countries, but none of them are out in front. Who is in front? Relatively speaking, today it's Romania. Some 7.4% of that country's 8.6 million users are IPv6 capable today. That's impressive! Next is France, with some 4.0% of that countries 50 million users enabled with IPv6. In France it amy well be indicative of the efforts of a single access provider, Free, who operates in the French ISP market with a highly efficient business model that has proved popular with consumers that includes IPv6 capability bundled into their product sets. China is also up there with 1.1% of its estimated 516 million users enabled with IPv6. On absolute terms China has an estimated 5 million IPv6-enabled users, with the next largest country being the US with some 2.5 million IPv6-enabled users.</span></div>

<span style="background-color: white;">The other end of the list also contains some surprises, with the United Kin</span><span style="background-color: white;">gdom, who has an extremely good record in broadband deployment, showing an IPv6 deployment level of some 0.08% of their 52 million Internet users, grouped with New Zealand (0.07%), Kazakhstan (0.07%) and South Korea (0.04%).</span></div>

<span style="background-color: white;">And yes, Norway (0.52%) is truly well ahead of both Sweden (0.16%) and Denmark (0.09%) according to this form of national rankings!</span></div>

<span style="background-color: white;">The other somewhat surprising metric is that the overall Internet metric of IPv6 use is still well below 1%. Given that the supplies of available IPv4 addresses have run dry in the Asia Pacific, are about to run dry in July this year in Europe and the Middle East, and similarly we anticipate a run-down date of early in 2013 for North America, our overall state of preparedness to get this IPv6 transitio</span><span style="background-color: white;">n underway is not looking good.</span></div>

<span style="background-color: white;">Getting this transition started is not enough — we need put it on track to be completed within the next couple of years. So perhaps the best message I can offer to Canada (0.06%), Brazil (0.03%) and Italy (0.01%) is to look very carefully at programs in Slovenia (0.76%), Switzerland (0.93%), the US (1.01%), China (1.06%), Japan(1.64%), France (3.90%) and Romania (7.28%) and get this transition moving! National pride is at stake!</span></div>

Google, Facebook, Yahoo!, Akamai and Limelight networks joined Internet service providers around the world on 8 June 2011 for a global scale 24-hour trial of IPv6. Major ISPs, home networking equipment manufacturers and web companies then worked to ensure they had products and services enabled for IPv6 by 6 June</div>

IPv6 was developed by the Internet Engineering Task Force to succeed IPv4, the communications protocol for internet traffic that has now almost reached the number addresses it can allocate for devices.</div>

China’s netizens reached 513m at the end of 2011 - which accounts for 38.3% of its total population, according to a report by China Internet Network Information Center. China, however, only has 330m IPv4 addresses.</div>

It is estimated that a total of 34.5bn IP addresses will be needed in China in the next five years to cater for China’s hunger for the Internet. <strong style="outline: none;">Chinese Telcos racing to IPv6</strong></div>

Telecommunication players, including China Mobile, China Unicom and China Telecom are also pushing the evolution from IPv4 system to IPv6.</div>

Li Zhengmao, VP of China Mobile, says his company is rolling out IPv6 in three phases over the next five years. Between 2012 and 2013 it is carrying out scale testing. During this phase it is kicking off its network restructuring efforts in 10 provinces and developing multiple LTEIPv6 terminals. It hopes to generate three million IPv6 users during this phase.</div>

Between 2014 and 2015 it will upgrade more of its network with the aim of having all developed areas in the East and 50% of its networks in the Middle and West China to support IPv6 system. And in 2016, China Mobile see IPv6 rolled out to the rest of its network.</div>

China Unicom’s work with IPv6 has led it to set the China Unicom Next Generation Network Working Group. It also plans to invest 800m CNY for commercial IPv6 pilot projects in ten of China’s cities, including Beijing, Shanghai and Shenzhen. It says it should have no less than 3m IPv6 broadband users by the end of 2013.</div>

<strong style="outline: none;">How equipment manufacturers and others are keeping up</strong></div>

Global information and communication solution provider Huawei used this year’s World Internet Day to announce it would provide permanent IPv6 access services to global users. It has cooperated with both domestic and foreign telecommunication players including Vodafone, France Telecom and Singapore Telecommunications to find solutions for transitional technical design verification, next generation internet migration roadmaps and overall solutions to help communications companies overcome the IPv4 address shortage.</div>

On the other end of the scale, Internet service provider Tecent - one of the largest in China - has formulated a four-step IPv6 evolution strategy. It has built an IPv6 pilot operation platform and its QQ homepage has become a large comprehensive portal website which provides IPv6 services by using main domain name. Baidu has also put much thought behind IPv6 – China’s largest search engine has formulated an IPv6 migration strategy and applied for more than ten related patents.</div>

To address the IPv4 address crunch, some Internet Service Providers (ISPs) have turned to carrier grade network address translation gateway (CGN) as a stopgap solution. CGN is based on the use of private IPv4 addresses which get translated to a smaller shared pool of public IPv4 addresses. However, this approach creates bottlenecks due to the translation and degrades the user experience. </div>

"We've made the necessary technical assessment and decided that we should prepare for the scenario where ISPs also offer native IPv6 instead of private IPv4 based on CGN. We also believe that any intermediary translation between the user and our services could pose performance issues," Targosz said. As the largest automotive website in Singapore, SgCarMart (<a href="http://www.sgcarmart.com/">www.sgcarmart.com</a>) was convinced of the need to upgrade its website to support IPv6. With the depletion of IPv4 addresses in the Asia-Pacific region, SgCarMart started migrating to IPv6 in September 2011, said its IT director Tan Jinglun.</div><br />
<div style="text-align: justify;">SgCarMart took about six months to upgrade its network, and now has the ability to offer existing IPv4 services on an IPv6 network. It adopted the common dual-stack migration method that allows IPv6 hosts and routers to co-exist with IPv4 systems, making sure its online services can service users from both IPv4 and IPv6 networks.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Since its humble beginning as a three-man team in mid 2004, SgCarMart has steadily progressed and grown to a vibrant and dynamic company with 40 employees. The website now boasts 34.8 million page views and over 630,000 unique visitors a month.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><strong>IPv6 - Imperative to Business Continuity and Growth</strong></div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">For online companies such as SgCarMart, whose lifelines depend on Internet, the primary motivation for making the switch to IPv6 is clear: with IPv6, businesses can be assured that their services will continue to be accessible to customers when the next-generation Internet addressing system becomes prevalent.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">"Our users will eventually move over to IPv6 so if we don't support the technology, they won't be able to access our website in future," Tan said. "From a business perspective, supporting IPv6 also means we won't have to worry about running out of Internet addresses when we roll out new services," he added.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">With IPv4 addresses running out, some companies have been scooping up any remaining addresses which are fast becoming scarce and expensive resources. Last year, software giant Microsoft purchased over 660,000 IPv4 addresses from Nortel Networks for US$7.5 million (or US$11.25 for one IPv4 address). By migrating to IPv6, SgCarMart can also avoid paying hefty fees to secure IPv4 addresses - which are now being traded on unofficial market channels - and maintain its competitive advantage.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">In addition, SgCarMart is also exploring business opportunities in Indonesia and other emerging markets. Upgrading its networks to IPv6 also allows SgCarMart to tap on those markets where IPv6 adoption is expected to accelerate. China, for example, already has the second most number of IPv6 addresses in the world after Japan, according to figures from Telecom SudParis, a graduate engineering school based in France. The number of IPv6 connections allocated to India has also grown by over 120 per cent over the past decade, according to the Asia Pacific Network Information Centre (APNIC).</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Moving to IPv6 will also allow SgCarMart to maintain its lead over its competitors. SgCarMart currently tops the 30 automotive websites frequently visited by local audiences, according to a 2012 Hitwise industry report.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><strong>Deployment Challenges</strong></div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">SgCarMart first came to know about the need to migrate to IPv6 through IDA's IPv6 Transition Programme. SgCarMart is currently in the midst of its IPv6 transition. Derrick Lim, SgCarMart's assistant IT manager, revealed that some of the challenges they faced include getting familiar with the long addresses and lack of IPv6 reference industry deployments. "We also have to ensure our existing IPv4 hardware and software will continue to work after IPv6 was introduced into their system," said Lim, who relies on information on the Internet to learn more about IPv6 migration issues.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Although IPv6 has been designed to enable ease of security implementation (e.g. IPSEC is a built-in feature of IPv6), it is a relatively new technology where mitigation mechanisms against cyber threats are still in the works. For example, like IPv4 websites, IPv6 websites have also become targets for denial-of-service attacks that attempt to flood computers with high volumes of Internet traffic, Lim said.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;"><strong>Migrate Early to Reap IPv6 Benefits</strong></div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">On the state of IPv6 adoption among Singapore companies, Tan said: "Businesses are not looking at IPv6 right now because most of them are not facing the full impact of an IPv4 address crunch". However, he added that more companies are likely to sit up when their businesses take hit when IPv4 fully depleted and no more IPv4 addresses can be acquired".</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Experts generally agree that there are economic benefits of migrating to IPv6 sooner than later. According to the U.S. Department of Commerce Technology Administration, companies can reduce costs in network downtime by taking advantage of IPv6's end-to-end architecture. The technology's built-in quality-of-service (QoS) capability also lets enterprises take advantage of applications that demand near real-time, interactive and peer-to-peer connectivity, such as Voice-over-IP (VoIP) calls, video conferencing and remote collaboration tools. For example, the switch to VoIP calls from conventional circuit-switched telephone calls could save enterprises 20 per cent or more on telephony expenditures.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">Companies can reap these benefits by migrating to IPv6 early. By doing so, they can afford to take the necessary time to plan, implement and fine-tune their networks rather than scramble to set up a sub-optimal new network later when in face of the IPv4 full exhaustion problem.</div><div style="text-align: justify;"><br />

<div style="text-align: justify;"><strong>Preparing for the Next Generation</strong></div><div style="text-align: justify;">Singapore sees the importance of IPv6 and IDA is the government agency tasked with catalysing the local business community to leverage the potential of IPv6 and prepare for the next phase of Internet growth.</div><div style="text-align: justify;">"With the explosive growth in mobile devices including wireless handheld devices, the increasing popularity of cloud computing and the emergence of the ‘Internet Of Things’, which connects everything like appliances and vehicles to the Internet, the need for IP addresses becomes even more prevalent," said Leong Keng Thai, Deputy Chief Executive/Director-General (Telecoms & Post), IDA. "Given that the Internet is now part and parcel of many businesses and the accelerating rate of globalisation, business growth will inevitably be impacted should there be a shortage of Internet addresses."</div><div style="text-align: justify;"><strong>Urgency in Asia</strong></div><div style="text-align: justify;">While the exhaustion of IPv4 addresses is a global phenomenon, the need for IPv6 is even more urgent in Asia where economic growth is quickest.</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">"There are zero blocks of IPv4 addresses left in Asia, yet it has used the most IPv4 addresses over the past year," said Tony Hill, Chair of Asia Pacific IPv6 Task Force, which assists in IPv6 production-level deployment and promotion of economies in the Asia Pacific region. "With 60 percent of the world’s population and housing the majority of global growth, IPv6 is primarily Asia’s problem."</div><div style="text-align: justify;"><br />
</div><div style="text-align: justify;">In addition, an Organisation for Economic Co-operation and Development (OECD) report in 2007 noted that the only sustainable solution that can deliver economic and social opportunities for the future of the Internet economy is IPv6.</div><div style="text-align: justify;">Even in the short to medium term, it makes business sense for companies in Singapore and Asia to aggressively ensure IPv6 capability in their Internet strategies. "Since 2000, many of the major trading nations like Japan, Korea, China, Australia, US, Europe and India have embarked on IPv6 roadmaps," said Hill. "Many of their deadlines for readiness are set for next year!"</div><div style="text-align: justify;">With recent economic turmoil in U.S. and Europe, banks and businesses are shifting their focus to tap into the growth of Internet economies powered by rising Asian economies. "The fact that leading companies across several industries are making significant commitments to participate in World IPv6 Day Launch is yet another indication that IPv6 is no longer a lab experiment; it's here and is an important next step in the Internet's evolution," said Leslie Daigle, the Internet Society's chief information technology officer, in a statement.</div><div style="text-align: justify;"><br />
The ISPs participating in World IPv6 Launch have agreed to enable IPv6 for enough users so that at least 1% of their wireline residential subscribers will use IPv6 to visit IPv6-enabled websites. Other participating ISPs include Japan's KDDI, France's Free Telecom, Australia's Internode and the Netherlands' XS4ALL.</div><div style="text-align: justify;"><br />
IPv6 is a replacement for IPv4, the Internet's main communications protocol which is running out of address space. IPv6 is not backward-compatible with IPv4, so network and website operators must upgrade their hardware and software to support it.
